One of Turkey's last requirements to join the talks on October 3, was to sign a additional customs union protocol, which would include all new members of the union – including Greek Cyprus. Although Turkey signed the agreement, Ankara has stated that it didn't mean a recognition of the Greek Cypriot administration, and that Turkish ports were not open to the Greek Cypriots.
The EU presidency presently held by Britain suffered a major set back yesterday, when Jack Straw failed to get foreign ministers to agree on Turkey's accession talks to begin, and to agree on the conditions of the customs union protocol with turkey.
An emergency meeting may be called to iron out the decision.
