EU Commission to reveal framework for October 3 talks today; last minute Cyprus request added to document

The "Accession Talks Framework Document," which will be revealed today by the EU Commission, has had a request for normalization of relations between Turkey and the "Cypriot Republic" added on to it. The document, which is to be approved this morning by EU Commission members, and made public later in the afternoon, is divided into three sections composed of 8 pages.

The latest addition to the document is the request that "Turkey make an effort to normalize relations with all EU countries, including the Cypriot Republic." The document also contains other references to the EU Commission's desire that Turkish-Cypriot problems be ironed out.
 
A brief look at other sections of "framework" document" is as follows:
 
***The goal of the accession talks is full membership, but the ultimate result is being left open

***There may be exceptions made in the discussions over implementations of travel, as well as structural and agricultural policies

***The importance of the full implementations of reforms in the areas of human rights and basic freedoms will be underlined at the talks

***It will be requested that Turkey develop its relations with neighboring EU countries (the implied reference being to Greece), as well be ready to solve any border problems in a peaceful way

***In the case of any infractions made in the areas of personal freedoms, human rights, or democracy, the EU Commission reserves the right to cease the accession as it sees fit

***It will be stressed that any country, including Turkey, who is not prepared to shoulder the responsibilties of the 'Copenhagen Criteria' will not be considered for entrance into the EU
