The general assembly of Parliament passed the motion of ruling AKP, to hand the hospitals of the Social security Hospitals to the state. Republican People's party dubbed the move as "Illegal" while KESK, public employees' Trade Union said that "The health sector is being commercialized."

During the negotiations in the assembly, tension got high. The members of CHP said that the law was against the constitution and meant seizure.

The law which was accepted after a 8-hour meeting foresees to transfer of SSK hospitals to the Health Ministry. Hospitals belonging to all public organizations except Presidency, Audit Department, High Courts, MIT, TSK and Universities will also be transferred to the Health Ministry. The personnel working here will also be handed to the state.
