At a press conference before the EU summit, at his evaluation he started by stating that a "historical decision" would be rendered about Turkey, Barroso said that Turkey was a different country with its geographic location, bridge position, economic power and potential.
Stating that a balanced attitude was followed against Turkey, that some problems were seen, however that the steps and developments in Turkey were also seen, Barroso said that the joining of Turkey would be beneficial for also EU.
Barroso also stated that the target at the negotiations would be full membership.
