The section of the Progress Report about the freedom in acquiring the services, stated that there were basic legal restrictions keeping the foreigners out of the market when “settlement and the right of acquiring non-financial services” are of question.
The report mentioned that progressive steps were taken in financial services as regards legal harmony with the acquis communitaire, except the insurance profession. It was stated that when it was looked from the official perspective, broad freedom is granted to the financial market entrance of the foreign businessmen, however that the lowness of harmony in insurance services was a worrisome problem.
