Sezer Vetoes the YOK Law
 

President Ahmet Necdet Sezer partially vetoed the Law on the Higher Education Board (YOK) and Amendment of the Personnel Law of Higher Education. 254 deputies of AKP had voted for the law in the session, during which the members of CHP deserted the assembly.

The Law was passed by Parliament on May 13 in a 18-hour marathon. A statement by the Presidential Press Office said that "President Sezer has returned the Law to Parliament to handle the Articles No 1,5,6 and 7 once more."  

By saying on May 19 that "Unity in education should be maintained with care," Sezer had signalled that he will veto the law.

Preachers' Schools

The most controversial article of the Law was Article 5 under which the coefficient differences between the university test points of the graduates of Preachers' Schools (IHL) and graduates of academic high schools were equalized, paving the way for the former to enroll to any faculty. 

The adoption of the Law also terminated the mandate of all YOK members and reduced the number of members from 22 to 16.
