The law includes the following arrangements:
•Strategic Budget: Budgets, that will be prepared once in every three years, will be in line with the strategic targets of public institutions and based on performance criteria.
•Internal Audit: An autonomous Internal Audit Coordination Board will be set up under the Finance Ministry. Inspectors, controllers, and expert accountants, currently employed in public institutions, will be appointed as internal auditors until the end of 2007, after receiving necessary training.
•Budgets will be open to scrutiny: The draft accounts on the budget realizations of the previous year will be open to discussion in Parliament.
State Minister Ali Babacan, who delivered a speech following the adoption of the law, said that the public financial system would have a more transparent structure after 2005. Babacan said, “Next year, I hope, we will submit a 3-year draft budget to Parliament. This budget will also be the one, in which the last 6 zeros of TL will be nonexistent.”
