“The special feature of the CENTCOM that should be known now is that, it is directly tied to Bush or his deputy Cheney. Therefore, in a sense Bush and Cheney are the commanders of Franks. Theoretically: Franks knows about the raid! Or he must have known! If the level he is tied to is taken into consideration, Bush or Cheney must also have known!

“Therefore putting all the blame regarding the raid on a single colonel is naïve at the very least. Anyway in the statements of Ankara it is said that, there was Washington behind the scene.

“The indispensable question is: Why does the U.S. organize such a raid? It is not convincing to evaluate and show this as an indication that Turkey is not wanted in Northern Iraq.”
